THE IDEA FIRST CAME UP IN 1972 - BUT GOLODNER AND MANFREDA SAY THAT CONSUMER SUPPORT WASN'T STRONG ENOUGH TO PUSH THROUGH LABELS BACK THEN. BOTH THINK THE TIME MAY FINALLY BE RIGHT. MEANWHILE, THE DISTILLED SPIRITS COUNCIL SAYS THAT ALCOHOL CONTENT LABELING SHOULD BE MANDATORY FOR ALL BEER, WINE AND SPIRITS PRODUCTS. Secretary of the Treasury John Snow appointed John J. Manfreda as the Administrator of the Alcohol and Tobacco Tax and Trade Bureau (TTB), effective January 4, 2005. Mr. Manfreda, served as Deputy Administrator of TTB since the Bureau's founding in January 2003.
As Administrator, Mr. Manfreda oversees the collection of more than $14 billion per year in Federal alcohol, tobacco, firearms and ammunition excise taxes, as well as the permit systems and regulations established for those industries under the authority of the Internal Revenue Code and the Federal Alcohol Administration Act.
Mr. Manfreda brings many years of experience in alcohol and tobacco law and regulation to this post. Prior to his appointment as Deputy Administrator of TTB, Mr. Manfreda was Chief Counsel for TTB's predecessor agency, the Bureau of Alcohol, Tobacco and Firearms (ATF), from 1999 to 2003. In total, Mr. Manfreda was with the ATF Chief Counsel's office or its Internal Revenue Service predecessor for 33 years, beginning as a staff attorney in July 1970 and serving as Associate Chief Counsel for Alcohol and Tobacco from 1978 through 1996. During his tenure with ATF, Mr. Manfreda was the principal author of the Distilled Spirits Tax Revision Act, and he has represented TTB or ATF before congressional committees and in contacts with Federal and State agencies, trade associations, and public interest groups.

Linda Golodner was appointed Executive Director of the National Consumers League (NCL) in 1985, and elected President in 1991. NCL is the nation's pioneer consumer organization, founded in 1899, to bring consumer power to bear on marketplace and workplace issues. Priority programs for the League are food and drug safety, health care reform, fair labor standards, telecommunications, financial services, environmental issues, and consumer fraud.
In addition to being president of the League, Golodner co-chairs the White House Apparel Industry Partnership, is a member of the Department of the Treasury Advisory Committee on International Child Labor, and has served as chair of the U.S. Department of Labor Child Labor Advisory Committee. Golodner co-chairs the Child Labor Coalition, which is concerned with international and domestic exploitation of children in the workplace. She represents the National Consumers League on several national boards, including the National Council on Patient Information and Education (Secretary), the National Patient Safety Foundation (Secretary), and the Executive Board of the Conference for Food Protection.

The Distilled Spirits Council of the United States, Inc. (DISCUS) is a national trade association representing producers and marketers of distilled spirits sold in the United States. Our members' quality products include the full spectrum of distilled spirits such as Bourbon, Scotch and other whiskeys, vodka, gin, tequila, rum, brandy, cordials and liqueurs. The distillers take special pride in their products as well as in their efforts to encourage responsible beverage alcohol consumption by adults who choose to drink.
The National Consumers League released the findings of an opinion poll providing new evidence that the general public overwhelmingly wants more information on the labels of alcoholic beverages.
Conducted for the League by Opinion Research Corporation, the poll surveyed 983 adult Americans aged 21 and over between September 22 and September 25 and found that the vast majority favor having access to the following information:
o ingredients that may cause allergic reactions (93%);
o information on the alcohol content (93%);
o the list of ingredients (90%);
o the amount of alcohol per serving (87%);
o the number of calories per serving (83%);
o the serving size (82%);
o servings per container (81%);
o carbohydrates per serving (79%);
o fat per serving (77%); and
o protein per serving (70%).
